Abstract

Vigilante groups are present in Nigerian communities. Their establishment has helped fill the gaps in the efforts of police and other law enforcement agencies to curb crime, as they complement the work of security and law enforcement agencies, which have been overwhelmed by crime and criminality in many Nigerian communities. Vigilante groups emerged in Nigeria in 1970 to combat the rising cases of criminal activities in communities. Over the years, these groups have become a significant part of Nigeria’s security landscape. However, they have been criticized and accused of human rights abuses and violations, including engaging in extrajudicial killings, unauthorized arrests, harassment, and unlawful detention of innocent citizens in their local communities. The objectives of this study were to determine whether there are regulatory policies guiding the activities of vigilante groups, whether they adhere to the policies established for them, and whether they have made a meaningful impact on the overall security situation in the country. The study adopted a quantitative approach and used secondary data based on reported cases. It was guided by public interest theory, a key element of regulatory theory. The study concluded that vigilante groups should be given clear responsibilities to collaborate effectively with the police and other law enforcement agencies. It also advocated for proper training and compensation packages for vigilante members, in line with best practices.
